the last over five years and six months.
3)After serving for 3 and ½ years (longest ever
tenure) Government of India demitted office of
Commissioner of Police, Delhi in July 2007.
Experience
After demitting office of Commissioner of Police,
Delhi in July, 2007, he took up the prestigious
Constitutional position as Member UPSC where he
served for over five years and six months. He has
over 42 years of experience in Administration, Law
and Order and Security Intelligence at top levels in
the Government. During this period he has handled
very sensitive and important assignments in the
Government in an outstanding manner. As Commissioner
of Police, Delhi he commanded over 70,000 men and
officers and played a pivotal role in various law
and order, intelligence, security and other
important affairs of the State, pertaining to Delhi.
He was Chief of Police in the sensitive state of
Arunachal Pradesh for over 2 years during a crucial
period.
Security & Intelligence
(i) He has the experience of working in senior
positions in 1B as well as RAW for over 7 years.
(ii) After the shootout at Raj Ghat on 2nd October,
1986, he was specially selected to head the VIP
security set up in Delhi Police. The entire system
was reorganized and revamped. This work involved
handling of all the outside engagements and
functions of Former P.M. Shri Rajiv Gandhi ji and
security of other protectees and visiting
dignitaries in Delhi.
(iii) In I.B. he was in charge of PM's security set
up and all the SPG protectees. He was also assigned
the task of rewriting and revising the Blue Book.
(iv) He has the experience of 1982 Asian Games, NAM
1983, CHOGM 1983 and a very large number of other
International Conferences and events held in Delhi.
He was the Chief Security Coordinator for SAARC
Summit hosted by India in 1995.
(v) Liaison with security and intelligence
organizations of over 20 countries for PM's foreign
visits.
Sensitive Investigations
He has handled several cases of national and
international importance. He has specially selected
to investigate the assassination case of Smt. Indira
Gandhi. In addition, the racket involving cricket
match fixing, several bomb blast cases terrorist
crimes and international crimes were successfully
worked out under his supervision.
Anti terrorist work
He has deep knowledge of terrorist movement in
Punjab and elsewhere. A very large number of
terrorists were arrested in Delhi under his
supervision and guidance. Jagtar Singh Hawara of BK1
who had assassinated S. Beant Singh, CM, Punjab was
arrested and the entire Babbar Khalsa network as it
was regrouping in Punjab was smashed in 2005.
Law and Order
He has developed special skills in handling complex
problems of law and order and carrying diverse
groups together. He has an unblemished record of
work and impeccable integrity leading to outstanding
work in the area of Community Policing as a result
of which various diverse social groups and minority
organizations fully supported his initiatives to
maintain communal harmony in Delhi.
Enquiry into Tehelka matters
He has worked as Director, SIT Venkatswamy
Commission of Inquiry and Phukan Commission of
Inquiry into Tehelka matters. This work involved
personal scrutinizing from vigilance and
anti-corruption angle, over 1000 files of MOD, GOI,
pertaining to 14 defence deals within the purview of
Commissions. Evidence of wrong doing in several
deals was traced and based on his reports; CBI is
now understood to have registered specific cases
which are being investigated.
Modernisation and developmental work
Modernisation of Delhi Police was placed on a firm
footing by him through systematic introduction of
latest technologies in a scientific manner. He put
on stream the use of information technology in
investigation of crime, establishment of a cyber lab
and online coordination with neighbouring States. He
introduced several modern systems in policing and
was able to obtain 5 ISO certifications in crucial
areas like licensing, recruitment etc.
Crimes against women were brought on top priority
and a new scheme `Parivartan' was successfully
launched by him with community participation.
Research and Academics
His Ph.D thesis in Fluorine chemistry was highly
commended and resulted in 15 research publications,
of a technical nature, in international scientific
journals of repute. He has remained in touch with
academics all through his career and written
numerous scientific and popular articles, which have
been published in the media.
Constitutional Position
As a Member of the UPSC, he had the unique
experience of developments in the HR area and
various aspects of personnel management in respect
of senior officers of Government of India. He
interacted with University Vice-Chancellors and
other academicians to ensure the integrity and
efficacy of selection procedures for the interviews
of Civil Services Exam, and other top level
promotions in the Government. He was also involved
in the recent changes in the UPSC for the
examinations and selection procedures for the Civil
Services.
Diversity in Experience (work with tribals)
Having worked as a Superintendent of Police in
Andaman & Nicobar Islands, he undertook extensive
touring and established fresh channels of
communication with the tribal communities (1973 -
75). As Chief of Police for over two years in the
sensitive state of Arunachal Pradesh, he had
developed very harmonious relations with the tribals.
Touring in the interior and in depth, helped him
understand the problems of tribals. A welfare
orientation was given to the police community
relations programme by him which was highly
successful.
