Educational Qualification

1) Graduated from Delhi University in 1965
2) Post-Graduation: National Defence College, Delhi, 1985 (National Security Issues)
3)Post-Graduation: Reading University, U.K., 1988-89 (Agriculture and Food Production)


Service

1) He joined Indian Army in June, 1965 and was commissioned in the Regiment of Artillery as a Second Lieutenant till April, 1966 and also served as a Captain in July, 1971in NEFA (now Arunachal Pradesh) and Assam.
2) He took part in the early operations of Bangladesh War (February to July, 1971) in Sylhet Sector and assisted the Mukti Bahini in the Liberation effort.
3) He joined Indian Administrative Service in July 1971.


Political Life

1) He was District Magistrate Aizawl (Mizoram)and also concurrently Addl. Sessions Judge/District & Sessions Judge during that time tried several critical and important insurgency/assassination/murder cases; many of them ended in conviction. He also served in Mizoram from mid 1973 to late 1976.
2) He was Secretary to Lt. Governor, Delhi (1978-79).
3) He was Director of Tea Board of India, Sydney, Australia (1979-83) and served the responsibility of Indian tea promotion in the Pacific countries (Ministry of Commerce).
4) He was the Chief of Merchandizing Division in Trade Development Authority, Ministry of Commerce (1983-84). and concurrently held charge of the Managing Director, PSU, Model Food Industries for a long period
5) He was Managing Director of Goa Tourism and Development Commissioner, Goa (1986-87)
6) He served as Joint Secretary to the Government of India and Ministry of Food and Civil Supplies (1987-88)
7) He was also Tourism Advisor with Commonwealth Secretariat, London with responsibility of tourism development in Caribbean countries (1989-93)
8) He was Advisor to the Governor of Punjab/Administrator, Union Territory of Chandigarh (1993-95).
9) He was the Commissioner of Municipal Corporation of Delhi (1996-2000) , held concurrent charge of General Manager, Delhi Electric Supply Undertaking/Chairman, Delhi Vidyut (Electricity) Board and also looked after the Delhi Jal Board (then Delhi Water Supply and Sewage Disposal Undertaking for a long period.
10) He was the Additional Secretary of Ministry of Commerce in Government of India (2000-01)
11) He was the Director General of Tourism in Government of India (2001-2002)
12) He was the Secretary of Ministry of Steel in Government of India (2003).
13) He served as Special Secretary of Ministry of Environment & Forests in Government of India (2002-2003).
14) He was also Secretary in Ministry of Water Resources (2003-05)and concurrently held the charge of Secretary in Department of Drinking Water Supply under Ministry of Rural Development also for a long period
